Program Coordinator - Independent Living Program [ILP] (2019-3)

GENERAL NATURE OF POSITION: Coordinate the Independent Living Program (ILP) services for all foster and emancipated youth, ages 15.5 to 24, in the Refugee Foster Care Program.


* Provide individualized Independent Living Program (ILP) services to foster youth and emancipated youth ages 15.5 to 24

* Assess each youth’s level of independent living skills using a recognized CASEY Life Skills Assessment tool

* Coordinate with Social Workers (SW), resource parents, group home and THP staff to support the implementation of clients’ Needs and Services Plan or Transitional Independent Living Plan (TILP) goals as related to ILP

* Attend client Child and Family Team (CFT) meetings as necessary

* Monitor client needs and make resource referrals accordingly

* Assist clients with finding employment

* Assist clients with identifying and enrolling in vocational programs

* Assist clients to build skills to live independently, including financial literacy, housing, public transportation, job and career readiness, etc.

* Develop curriculum, coordinate, and teach at least two ILP events per month including monthly Family Nights and monthly Saturday ILP trainings, workshops, and field trips

* Publish monthly ILP newsletter

* Coordinate and facilitate SILP Panel interviews to assess client readiness for SILP placement

* Coordinate with youth’s ILP team to develop and implement a plan to prepare youth for SILP


* Co-facilitate Post-18 meetings for clients to prepare them for the transition to adulthood

* Work collaboratively with the ILP/Education Case Manager to meet client needs

* Schedule consultations with SWs to meet client needs and coordinate service provision

* Support youth leadership development and facilitate Youth Council Group meetings

* Timely documentation of all client services in AWARDS, RFC’s online client case management database system, per contract requirements, CCL regulations, and program’s policies and procedures·       

* Assist with foster family recruitment and training

* Assist with program audits and the audit of electronic files

* Supervise BSW and/or undergrad interns as desired

* Transport and coordinate transportation of clients as needed

* Other duties as assigned


* BA in social service, human service or social science area

* Excellent cross-cultural experience and ability to work well with a diverse population

* At least 1 year working with immigrant, refugees, or foster youth

* Excellent oral and written English skills

* Automobile and valid CA driver’s license

* Auto liability coverage according to the agency requirements

* Excellent computers skills:  MS Office (all apps)


* MSW or MFT

* Multi-lingual in a language commonly spoken by refugees and immigrants (Arabic, French, Spanish, Mandarin, Cantonese, Burmese, Hindi, Turkish, Farsi, Nepali)

HOURS: Full time. Hours will be based on client and foster family availability. All program staff

might be expected to work at least one Tuesday night per month and at least one Saturday per


TRAVEL: Bay Area and occasional out-of-state travel required.
